Reimagining Public Policy And Inclusive Governance.

Sound governance depends on the design, communication and implementation of policies. In Nigeria, the capacity of institutions to deliver services and uphold the rule of law is often limited by weak policy frameworks, overlapping mandates, and inconsistent application. Leadership must engage with these systems not only to make decisions, but also to see them through.

This sub-theme focuses on the interaction between leadership and the machinery of government at both the federal and state levels. It will examine the ways that laws, regulations, and administrative processes are used to allocate resources, enforce compliance, and respond to citizens’ needs. It will also highlight where these systems break down and why reforms often stall between policy design and execution. Sessions will explore the role of accountability in governance and will also address how trust in government is built or lost depending on whether policies are inclusive, fair, and consistently applied.

The goal is to show that leadership can strengthen public institutions through clearer mandates, better data, improved coordination, and more professional civil service systems. These discussions will link directly to themes on economic management, leadership transitions, and subnational governance. They will help define what effective governance looks like in practice and what leadership must do to achieve it.
